GEI is intended to serve as a pioneer for institutional reform, broadening the concept of environmental consciousness from simple pollution control to sustainable development. As a non-governmental organization that is endorsed by senior government officials, GEI has autonomy, but can also gain the attention of government agencies, private businesses, and local municipalities.

Initially, GEI intends to encourage these entities to explore the integration of environmental principals into their development plans and operations. It is currently focused on three areas: 1) working with government educational institutions to familiarize decision makers with sustainable development concepts; 2) working with the forest sector on conservation concessions and financing, and 3) working with the building materials sector on energy efficiency. GEI will operate as an “open lab,” hosting international as well as domestic experts from business, environmental organizations, and government agencies to design and implement projects. Over the long term, GEI intends for China to become an international model for responsible, sustainable economic development.
