As more states develop nuclear weapons, the risk of their eventual use increases.
Weak control over the spread of nuclear weapons and materials in Russia and elsewhere presents a real threat that more countries or substate actors will acquire them.

What needs to be done?
Promote common security in regions whose states possess or desire nuclear weapons to obviate the need for those weapons.
Strengthen controls over proliferation-sensitive exports and the movement of nuclear materials.
Strengthen adherence to the global nuclear regime, including strengthening the Non-proliferation Treaty.
