Why is it
Ten years after the end of the Cold War, the world still bristles with nuclear weapons. The U.S.failure to ratify the Comprehensive Test Ban Treaty; nuclear modernization plans in the U.S., Russia, and China; and retention of French and British nuclear arsenals give countries such as India and Pakistan and others license to pursue nuclear programs themselves.
